1. Double fouls – Point of Interruption (POI). Freeze the game, penalize both players, both fouls count toward team fouls, ball goes back to the offense at the nearest of the four designated spots to where the BALL was. Unless it is during a try, ball goes in, play is resumed with an endline throw-in, player can run the endline. If try misses, use the alternating possession arrow.
  2. The signal for a three-point try is three fingers in the “OK” position with the arm extended at the top of head level. Do not use an open palm.
  3. The Lead official’s position on a free throw is OFF the court, three-feet back and three-feet behind the last space to allow space to view your responsibilities more clearly. Do not stand in the first well space during the first of two free throws.
  4. There is no whistle to be sounded on an inbounds unless it is for the start of a period, after a timeout or for any UNUSUAL delay, such as injury, displaced eyeglasses or eye contacts.
  5. Defensive fouls in the back court go to the nearest point, not one of the four designated spots.
  6. Make sure of the pivot foot, especially on a poorly executed jump stop when the player jumps off one foot then lands on one foot then the other. That is a traveling violation.
  7. It’s a legal jump stop when a player jumps off one foot and lands simultaneously on both feet …he CANNOT PIVOT or take another step to shoot or pass as it is traveling. He may however lift one foot to shoot or pass
  8. The Trail needs to be alert to high pick and roll/illegal screens, especially by the player setting the screen.
  9. With dark away jerseys, teams can wear black undershirts or the predominate color of the uniform. White home uniforms can only wear white undershirts.
  10. During warmups, players are beginning to wear just their undergarments and leaving the game jersey on the bench. Perfectly legal if they put the jersey on and wear it properly once the game begins.
  11. Flopping clarification from Dec. 7 Zoom meeting regarding double whistle, one of which is for player control and the other is a flop after the warning by the defense. First, get together as it will either be a charge, block, or incidental contact. If there is illegal contact initiated by the offense, rule PCF. If the defense did not have LGP, rule a blocking foul. If no contact with the defense, use the flopping rule technical foul on the defense. It is important to get together as it has been clarified that you cannot have both.
  12. A live ball becomes a ball out of bounds when it touches any player, coach or spectator that is out of bounds.
  13. Successive timeouts are allowed during a game except at the conclusion of regulation or any overtime periods. 
  14. Be good communicator with players and coaches. Coaches are already indicating that some officials are unwilling to communicate or are unapproachable.
  15. Stay engaged the entire game. Don’t be lackadaisical, especially during blow outs.  Coaches are noticing lack of effort by officials in games where outcomes are lopsided.

Review of Fighting Procedures and Penalties

  • Players on court – Corresponding number from each team charged double flagrant fouls, all are disqualified, NO free throws, ball is put back in play at POI,
  • Players on court – Unequal numbers: Flagrant fouls, all are disqualified, two free throws are awarded to the offended team for each additional player, ball is put back in play at the division line.
  • Bench Personnel leaving the bench – During a fight or when a fight may break out:
  • Do Not Participate – Nonparticipants are assessed flagrant fouls and disqualified, head coach is a assessed a maximum of one indirect technical foul regardless of the number. If the number of players leaving the benches are EQUAL, there are NO free throws, resume play at POI. If the number of players is UNEQUAL, a maximum of two free throws are awarded to the offended team. Play is resumed with a division line throw in.
  • Bench Personnel Participate – All participants are assessed a flagrant foul, disqualified AND the head coach is assessed one indirect technical foul for EACH person leaving the bench and participating. Equal numbers leaving both benches, no free throws and resume play at POI. If an unequal number leave, then two free throws are awarded for each additional player leaving the bench. Play is resumed with a division line throw in.
  • NOTE: All fouls (except indirect technical fouls to head coach) count towards the team total foul count.
  • Casebook Play 4.18.2 and Rules Guide Play 11-24 – In summary, committing an unsportsmanlike act, like taunting, that causes an opponent to fight or throw a punch, both players are ejected for fighting and directed to their respective benches. It is ruled a double flagrant technical foul, penalize both, no shots, resume play at the POI.
